FUNDEPAZ

Carries out its mission and institutional objectives in the framework of four different Thematic Axes, but which keep certain coherence. Each Axis represents a basic script that brings a certain unity to different themes, but with some connections.

Gender approach

The Platform for Action adopted at the Fourth World Conference of the United Nations on Women, held in Beijing in 1995, stressed the need to integrate gender issues in all social programs as a global strategy to promote gender equality.

Fundepaz makes important efforts to incorporate the experience, knowledge and interests of women and men to carry out its mission, institutional objectives and activities, including social projects.

Peacebuilding

The thinker Francesc Torralba holds that peace as any construction needs of some pillars well grounded, which are able to sustain a structure when a crisis occurs. He adds that the foundations of a stable peace are three: a correct management of the historical memory (which includes the legitimate aspiration to the truth), the practice of justice (its different forms: commutative, distributive, anamnética) and, finally, the exercise of reconciliation.

Citizen participation

One of the highest goals of a democratic society is to achieve the common good and not only achieve the individual good or the sum of individual goods, real democracy enables the citizens to fully enjoy the country’s developments. The Political Constitution of Colombia stipulates in article 1 and 2 that “Colombia is a democratic, participatory and pluralist social rule of law (…),” and that are “essential purposes of the State: to facilitate the participation of all in the decisions that affect them and in the economic, political, administrative and cultural life of the nation “and in article 40 notes that “every citizen has the right to participate in the formation, exercise and control of political power.”

Political violence

Since the birth of Colombia as an independent nation, political violence has been a constant. From the civil wars of the ninth and tenth century, to the murder of Jorge Eliécer Gaitán, the birth of the guerrillas and paramilitarism and multiple events of national life have had as a backdrop the confrontation for political reasons.

Understanding politics as the organization and systematic application of certain power relations that makes viable a class socio-economic project, violence is an active part of the social structure, not only as an instrument or means of struggle, but above all, a conflict mode.

Lines of action

FUNDEPAZ has four lines of action that are articulated and complemented in order to carry out its mission and institutional objectives.

Institutional strengthening is a process composed of a series of actions focused on establishing the greatest possible coherence in terms of achieving a set of Objectives with which an Organization is identified through the use of a set of resources, both human and material and financial.

FUNDEPAZ strengthens the institutional capacity of the organizations (capacity building) through, in first place, establishing situational diagnosis of each organization, followed by a transformation or improvement plan according to that diagnosis, including a process of transfer of methodologies, instruments and knowledge in order to provide the organization with a self-sufficiency capacity to conduct its strategic development process. This process includes strengthening the level of knowledge and the ability to defend their own rights of the target group (empowerment).

The United Nations Organization has recognized that it is fundamental to guarantee a sustainable protection of human rights in all regions of the world, the existence of a dynamic, diverse and independent civil society, capable of acting freely and well informed and prepared regarding human rights.

That is why one of the strategic FUNDEPAZ ‘s objectives is the defense and promotion of human rights as a whole in order to contribute to improving the levels of respect, protection and guarantee of human rights and the application of IHL in Colombia and contribute to the State at all levels develops a comprehensive policy of promotion and respect for human rights. Fundepaz works to contribute to improving the human rights situation of a specific target group (advocacy).

The fight against impunity and the realization of the rights of the victims: truth, justice and reparation with guarantees of non-repetition is a fundamental part of FUNDEPAZ’s work throughout its history as a fundamental pillar in the construction of peace and reconciliation national.

The incidence is concatenated with citizen participation in the work of the public, but it goes beyond a merely formal and functional participation. Advocacy must ensure that the voices of citizens have an echo and materialize in changes that meet their aspirations. In this way, the incidence understood as the degree and possibility of influencing the definition, execution and evaluation of a specific public policy, taking into account the network of hierarchical positions assigned and assumed by the various actors in decision-making, it is the visible and verifiable result of the participation.

According to Alvarado (2005) Knowledge Management has a tactical and operational perspective, is more detailed and focuses on facilitating and managing those activities related to knowledge, such as its creation, capture, transformation and use. Its function is to plan, implement, operate, direct and control all activities related to knowledge and programs that are required for the effective management of intellectual capital. (The intellectual capital refers to the intangible resources that allow generating value within an organization).

Knowledge management as an instrument of research helps organizations to achieve their objectives and achieve specific goals, for the benefit of the members of the organization, its beneficiaries and for itself.

Knowledge management, specifically the processes of systematization of projects, allows to makes tangible knowledge by generating a learning process of good practices and errors that may result in an improvement of future interventions. In turn, this makes possible for it to be used with greater benefit by organizations, as a tool for continuous improvement and training and also for staff motivation.

Although the legal and psychosocial accompaniment for victims of political and social violence have a different nature, they are processes that complement each other from an interdisciplinary approach towards a common goal, the reestablishment of rights through the activation of routes of assistance, attention and integral reparation to victims. A correct orientation of the victims of violence must be based on norms, judgments and doctrine on the one hand and respect, consideration and dignity, on the other, from the perspective of action without harm.

Throughout its work, FUNDEPAZ has elaborated and published several thematic reports, seeking to deepen the analysis of issues related to human rights and political violence and, in general, its mission and institutional objectives.

An Integral Look at the Armed Conflict in Nariño. Publication published in 2018 within the framework of the Regional Observatory Project on Human Rights and IHL with the support of the National Endowment for Democracy (NED).

First Approaches to Regional Reality. Publication edited in 2009 in the framework of the project Prevention and Attention to Gender Violence and Promotion of Female Leadership in the Context of Armed Conflict in the Southwest of Colombia with the support of the Finnish NGO Foundation for Human Rights (KIOS).

Publication published in 2010 within the framework of the project Building and Strengthening Peace Dynamics from the Local through Support to Organizations of Female Victims of the Armed Conflict in Three Municipalities of Nariño with the support of the Finnish NGO Foundation for Human Rights (KIOS).

Publication published in 2013 within the framework of the project Window of Peace Joint Program in the Department of Nariño with the support of the United Nations Development Programme (UNDP).

Publication published in 2019 within the framework of the project of the same name, implemented by the consortium composed of the Colombian Interdisciplinary Team of Forensic Work and Psychosocial Assistance – EQUITAS, the Development and Peace Foundation – FUNDEPAZ and the Association Network of Human Rights Defenders – DhColombia with the support of Vivir La Paz Fund of GIZ / German Cooperation.
